The officiating during Game 4 between the Leafs and Panthers is certainly suspect after Mitch Marner targeted with an elbow to the head with no call on the play.

The Florida Panthers have played a dirty brand of hockey in this second round, and much to the chagrin of the Maple Leafs and their loyal fans, the Cats have gotten away with most of their dirtiest plays of the series.
We all know about Sam Bennett's controversial hit to the head of Anthony Stolarz in Game 1, which has taken the Leafs goaltender out of the series for at least Games 2, 3, and 4, but potentially for the remainder of the series.
We've also seen Brad Marchand deliver a fly-by slew-foot on Leafs goaltender Joseph Woll, which drew the ire of the Leafs' fan base. Neither the Marchand slew-foot, nor Bennett's shot to the head of Stolarz resulted in a penalty, nor any supplemental discipline.
Now, there's another controversial play that deserves some attention, and potentially a look from the NHL's Department of Player Safety as well; Dmitry Kulikov's elbow to the head of Mitch Marner during the 2nd period of Game 4.
How this didn't result in a penalty is beyond me. The elbow of Kulikov clearly came up and clearly made contact with Marner's head.
Of Player Safety does not look at this one, given the nature of the play itself and the very obvious head-targeting taking place here, I'm sure I won't be the only one who will be lost for words.
